couple
of times that sometimes, when I maximize it manually before it is done
initializing, it would get back to a window size (without letting the window
manager know: it will still be considered maximized).
Note that I'm not talking about fvwm here: I had this behaviour on
Windows I think, maybe Mac OS too.
So perhaps the issue you are facing is somewhat related?

take this into account or not.

device has changed its mode to
touchscreen, to change the layout accordingly (bigger buttons, maybe
less decoration, etc). I'm thinking of tablet laptops here; they are
getting more and more popular, and when the interface is implemented
correctly, it really comes handy.
