I tried the following in 2.5.26 and it is not working:
Next (!Raised) echo $[w.id]
Seems like !Raised is not working.
Is this a bug? Can anyone verify that?

Yes. Disable xcompmgr fixed the problem.
Is it xcompmgr non standard or it is a bug with fvwm?
