Yes this is the case, but I have already found a way around to get to where I
wanted. mri_label2voi --help has the example which helped me.

or is it that it is 2000 away from you label and you want it to be 0?
Note that unlabeled cortical voxels will come out at 2000 (for rh) and
1000 (for lh). Your labels should come out at 1000+N or 2000+N
