the steps for drawing a new segmentation are:
1. File->New Segmentation
2. define your colortable in the dialog box
3. Tools->Edit Segmentation
4. Tools->Configure Segmentation Brush

When you select a color table shouldn't an additional window appear with
the different label options within it?
