You probably mean "dd if=dosdisk.bin of=/dev/fd0"?
You can use FreeDOS DISKCOPY for "diskcopy dosdisk.bin a:"
which should even work when you use it in common versions

Real CD? If you get FreeDOS in the same form, you should be
able to use WinImage in the same way to make bootable USB...

diskette images? Or other images? To get a bootable
FreeDOS diskette image, just pick one of the three

The Freedos Installer does not allow the selection of a USB drive in order
to install Freedos to.
The only drive the installer would see is the C drive, which contains XP
Pro- but XP sees the USB drive j
