The character is in position 198.
Can you check to issue ALT+198 (with the numeric pad) and see the
character you find, with codepage 850 or 858 loaded? It would be to see
where the problem is.
Nevertheless, can you share your AUTOEXEC.BAT so that we can see your
system's configuration?

If that's true, I would call this a bug in the FreeDOS EGA.CPX ...?

Or you may use Windows-1252 codepage, if this is
available.
