The keyboard buffer is a BIOS resource, and it many cases DOS (standard
CON device) just relies on BIOS to do this work.
BIOS extensions to the BIOS keyboard handling (namely KEYB) could easily
implement this, but:

Not that I am too familiar with Asian locale, mainly due to my lack of
knowledge and also lack of hardware for testing, but here it is what I
