From the config file you provided it looks like you try are setting the TCP stack to using int 0x09. int 0x09 is the hardware interrupt of your NIC, it is meaningful only for the packet driver. What WatTCP / Watt-32 / mtcp needs to use is the software interrupt that calls the packet driver - u
