for detailed directions on how to do this using Linux tools
to repartition a WindowsXP disk and add a DOS boot option. This
can be done for FreeDOS or MSDOS.

Windows XP already simulates Windows, similar to how Rosetta simulates PPC. So, I believe the best option is to utilize Windows XP's own MSDOS subsystems. This way, you are guarenteed to have a working system.

You cannot run DOS parallel to Windows. You can only "simulate" or
"emulate" it in Windows. Via QEMU for example.
