To reboot,you can do Crtl+Alt+Suppr or use reboot.exe
To halt,use the power off button of your computer
FDISK has a /REBOOT option (FDISK /REBOOT),
FDAPM (FreeDOS clone of MS "Power" utility) has several reboot options,
and maybe also shutdown

You want the FDAPM command, and the POWEROFF instruction.
POWEROFF -> call shutDownHandler with AX=5: Try to tell the computer
to turn itself off. Only works if you have an APM BIOS
and an ATX

were to ask me what syntax should be used to "exclude all
high areas which contain other than all-0 / all-ff".
By the way, while googling for NoMovExBDA I found that in
EMM386 of DOS 6.22 / newer ROM= got improved. If that means
