a lot of it has to do with what the manufacturer attaches to the chip.
The chip itself may only be able to put out 18dBm at the lowest transmit
rate and significantly less (12-14dBm) at the highest transmit rate. The
manufacturer may then opt to add extra output amplifiers :)

differences between various radios, output power, sensitivity and expected
range?
