I do not think there is any definite answer, but I have tried and
succeeded to update a remote machine from 4.3 to 4.
Did you try
installing the /usr/ports/java/jdk13 port by itself?
i.e.
cd /usr/ports/java/jdk13
make build
make install clean
?
