As reported in the PR, the problem happens with a checkout of RELENG_7_2.

I have just tested a checkout of RELENG_7 (STABLE) and in this case
make installworld succeeds.

the release schedule information available in
http://www.freebsd.org/releases/7.1R/schedule.html
is outdated.
You probably already know about this ... and
I also know 7.1-RELEASE is delayed, but the schedule page does not
provide any useful information on what's going to happen next. BETA2
