Build world - missing files

While trying to build world (4.6) it bombed saying it couldn't find /usr/src/tools/install.sh I checked and discovered there was a file "/usr/src/tools/install.sh,v" What's the ",v" ? There are many such files. Did I miss a step? Or maybe cvsup'd the wrong file? I used tag=RELENG_4_6_2_RELEAS
