You may want to check your /etc/inetd.conf file and make sure the following
line is uncommented:
ntalk dgram udp waittty:tty /usr/libexec/ntalkd ntalkd
Don't forget to killall -HUP inetd after.

Take freebsd-4.5 or 4.4 with ipfilter v3.4.20 and set up some ipfilter
rules. Basic example:
