provider (Tellus in Canada) will not allow me to run a server of any type. I
have been for the past 4 months (Apache & FTP). I am afraid if I set up a
DNS server I will be found or they will not propaget my DNS information

I've teleneted into my freeBSD server from a windows 2000 machine. But I
can't seem to do it from Windows NT web server.
Are there any limitations with windows NT. The port is opened and I've
tested my server at home and it works from a Unix box to a Unix box.
