I think it has something todo with concurrent builds with the ports flavor
system, not entirely sure though, was quite a while ago :)

Changelog mentions adding support for Python 3.8, 3.9
Will be adding test support to the port to confirm/verify whether or not the
test suite fails for these versions, and limit the USES=python:
to -3.
