This error has recently appeared. So a make has to be
dp_PORTSDIR=/usr/ports make...
and it seems to ignore it being set in make.conf to try
to fix it, even.

I believe the most important difference is "port test" does real install (into a temp
dir) and deinstall, "make" doesn't (merely staging).
