fluxbox-devel is going to move in LOCALBASE...

Hello folks, I have created patches for fluxbox-devel to move from X11BASE to LOCALBASE. I am also CC'ing to the maintainers that ports are related with fluxbox-devel. Please check in the diff and let me know if one of your ports that need to be bump to make it works with the fluxbox-devel.
