libsoup can't find glib-networking on rpi3

For some reason attempts to compile libsoup stop on a failure to find glib-networking, despite the latter being installed and up-to-date. I've experimented with simply commenting out the BUILD_DEPENDS and RUN_DEPENDS lines in the Makefile, make fails in the same way, which is slightly surpr
