if I enable all the mod_proxy_* stuff (like mod_proxy_connect,
mod_proxy_ajp and such) without enabling mod_proxy itself, apache builds
without any complain but the resulting installation doesn't work.

shared library version bump, and a note is placed in
UPDATING requesting that users do something like
portupgrade -rf gettext
