The problem was that "pkg upgrade -r myrepo" did nothing. The rest of the
information was provided as supporting evidence.
It turns out, the poudriere repo was not being updated after the poudriere
run. A verbose run of poudriere showed this message:
"pkg package missing, skipping sanity
