https://reviews.freebsd.org/D37499 addresses the last instance of links with
differing modes. After that only duplicate directories remain. Probably the
path forward for those is just to have metalog_reader
I see that FreeBSD 13 and later include the /etc/master.passwd and /etc/group
files in the FreeBSD-runtime package. As far as I can tell this was not
previously the case. This is proving to be a problem, since installing
FreeBSD-runtime on an existing system (during an upgrade from 12.3 to 13.
