D 4.2-Stable, racoon 2000a and (YES) I got the
high-encryption pack and SP1 installed on the Win2K box.

e it, but it acts exactly the same way as it does if I
put "pfs_group 2" or "pfs_group modp1024", i.e. sends '2' to Win2K.
Anyone was successfull in making these interoperate? Could you please
tell me which racoon version you used and please send me the conf file?
(DH groups 1 and 2).
What I am not sure of is if racoon should or should not be able to send
a request with null as the desired dh group. I can't see why would it
harm.
