What does `ifconfig tap0 inet6` show?
I suspect it contains IFDISABLED for IPv6.
With `ipv6_activate_all_interfaces="YES"` in /etc/rc.conf and
net.inet

The problem is still present.
[root@vultr-paris ~]# ping6 fe80::2bd:6ff:fe17:ff00%tap0
ping6: UDP connect: Network is unreachable
[root@vultr-paris ~]# route -6 add fe80::%tap0/64 -iface tap0 -nost
