I just checked on todays CURRENT that reverting
89bc042679fc34eac731ecfc239e04173c30e1a8 will allow to reproduce this bug. I
don't know if it is isolated to igb(4) or iflib.

To check that, you need artificially create fragmented mbufs on output. May be
reverting r288991 would be easy way to do that.
