Hi. Fast answer : have two sshd instances running.
Symlink sshd RC script, then use rc conf entries like
sshd_adm_enable="YES"
sshd_adm_fib="2"
sshd_adm_flags="-f /etc/ssh/sshd_config.adm -o PidFile=/var/run/sshd_adm.pid"
