Ok, I think I've tested this now enough to say this isn't bug in 13.2. It is
something of a new configuration with 14.0 VMs though.

Thanks for the comments - I think I may have figured out what was really going
on here and this isn't a bug after all. Seems like my recently upgraded
freebsd
