But if I do the commands again, it doesn't even work for the ~65 seconds:

Interestingly after issuing those commands it worked for about 65 seconds:
root@roast:~ # ndp -nr
fe80::1%em0 if=em0, flags=, pref=medium, expire=11s
root@roast:~ # date; ndp -c; pin
