Comcast does IPv6 using DHCPv6 and DHCPv6-PD. At least in 8.3-p3, the

So, if /usr/src/sbin/pfctl/Makefile would install pfctl.h and
pfctl_parser.h into /usr/include/net, the tcpdump people would
include print-pfsync.c.
