Ok, confirmed shutdown -r works with ip_* loaded.

Unfortunately, after started ip_vs_rr with this script, reboot still
failed, but interestingly, system shutdown is running fine with these
moduels loaded.

That patch is for 7.0-current.
But I applied to 7.2 Release, and built successfully.
Manually kldload and kldunload has no problem.
