What are the rules for ref counting of routes?

Howdy, I'm working out some issues in the neighbor discovery code for IPv6 and there is a ref counting issue. Can someone state clearly the rules around when a route gets a reference added and when it is removed? Thanks, George ___ freebsd-net@freebsd.
