I had to go into the BIOS on the SV-24 (FV-24 motherboard) and set:
Assign IRQ to VGA: NO
Assign IRQ to USB: NO
Now, pxeboot works wonderfully on the built-in RealTek 8139.

the reason is for backword compatibility.
you can use new one by the system wide default as you know.
early kame implementation always used old one accor
