Posix nonconformity: clock_gettime and friends

Hi: Posix (ISO 9945-1) says in section 14.2.1 that one need only include to use clock_gettime and friends. On FreeBSD it seems like one must include . Why (other than history) this seemingly gratuitous inconformity? Can this be made conformant? Thanks! --
