Oh, typo in the first sentence of comment 0. Read as:
According to the guide introduction step is marked for everyone (i.e. not
only committers) but then has a caveat.

Ah, found. In the first chapter as Internal Mailing Lists. Given there're many
developers lists it's not clear how to choose one.
