Pure iso-8859-1 pages don't need to convert - it's correct utf-8.

Annoyingly we still use iso-8859-1 for many documentation pages. I believe
wblock@ was working on a conversion.

1. It was missunderstand of status from me. Sorry for my poor english.
2. Example URL was broken for a log time. But it already show something. But it
show different page - not same as was at 2015-02
