Using the suggestion from Gleb Popov. I ran "# pkg delete textproc/py-docutils"
since the rst2man script is installed by that port. I then reinstalled that
port using "portmaster textproc/py-docutils"

And I have found the reason: there is a line the /etc/src.conf file that was
misconfigured by me:
WITHOUT_LOCALES=YES
should have been:
WITH_LOCALES=YES
Once that line was corrected, ports beg
