problems with make release Aug 18 sources

Sigh, In my attempt to make a cdrom to install 5.0-CURRENT-2818 I stumbled across a problem with the fixit floppy. The /dev/MAKEDEV acd0 created 209 entries. The fixit floppy only starts out with some 382. So the fixit floppy fails to be properly populated with executables. Tar does not deal
