As reported in Cirrus-CI's issue tracker[1] it looks like shutdown
scripts on our GCP images just don't work. This results in spurious
false failures in Cirrus-CI.

It has a lot of linuxisms.
I forget the exact problem, but it’s been known to match on a specific
string to indicate service status. Somewhere there should be an example of
a if/else where one fork is for Linux and the second for FreeBSD.
