contrib/one-true-awk/awk.1 does have a brief description, arranged differently.
usr.bin/awk/awk.1 was imported from OpenBSD, maybe because it is

FreeBSD has always had the one true awk one. As has OpenBSD. There never was a
switch, except from gnu awk to one true awk.
