It also works in 13.1-RC2. I have confirmed this both with upgrading 12.3
(works) -> 13.0 (doesn't work) -> 13.1-RC2 (works), as well as a fresh install
of 13.1-RC2.

No, there is no changes of routing subsystem after 13.1-RC2.
Probably stable/13 and current do not have this issue, just want to be sure.
