Sorry, it was a security setting that prevents gdb from working:
sysctl security.bsd.unprivileged_proc_debug=1
The above has fixed my problem.

It is for sure the same issue as the one you pointed, it is the case until one
run pw_mkdb for the first time then it disappears.

This should be fixed in FreeBSD 11 where they have been completly reworked
(unfortunately it won't be mergeable on 10) can you confirm?
