This issue is fixed after flashing coreboot firmware on my chromebox.

You can restore to stock firmware using chromium os. They have the same set of
recovery commands as in chrome os.
Firmware images may available on the internet but it is better to do the backup

After further testing, even platforms that have hw.em.rxd/txd set to 256 will
start logging errors like tx_dma_fail at high throughputs.
