I was able to reproduce it using 13.1-RELEASE (the version in the description
of the bug), but not using 13.2-RELEASE, which actually contains the patch in

I find this quite strange. A test tonight using FBSD 14 shows that a bad ssh
login does get blocked. However, I can find no change anywhere in the code
that would have fixed the issue. bug #26459 pr
