FWIW, 14-STABLE changed increments and scales to dev.cpu.0.freq: 349 with
P9700.

FWIW, C1-C3 states are still present and one could argue that deep speed
throttling provided no additional benefit, (hint.acpi_throttle.0.disabled=1
argument), yet it was nice to have and I grew
