I tried modifying the boot image as you suggested, but this turns out to be
difficult without a FreeBSD installation, since Ubuntu/Windows cannot write to
UFS.

Sorry =). ESP = EFI System Partion, the FAT partition that UEFI firmware uses.
It should be the first partition on the USB image. You can drop
/boot/loader.efi from
