It was decided that this functionality does not belong in the kernel, but in powerd itself (see http://www.freebsd.org/cgi/query-pr.cgi?pr=kern/144232). Code that does this in powerd was committed to HEAD in August, but awaits MFC (see http://www.freebsd.org/cgi/query-pr.cgi?pr=bin/145063). __
