Also got hit by this on a 14.2-RELEASE (that was in place upgraded from at
least FreeBSD-12. This time on AMD, not intel.

How about having to provide the a buffer with maximum alignment and its size?
If the buffer is too small it could return -1 times the required size. On

Did you capture the netlink messages? Is the source address specified in the
netlink route message and ignored by the kernel or does route fail set it?

Nope, actually hwpstate_intel is newer than est. So likely it has to be fixed
