The device IDs you are seeing are for the VirtIO V1 spec. FreeBSD only supports
the pre-V1 (aka legacy) VirtIO spec. I suppose there was a QEMU change to use
V1 with Q35 chipset.

Are you running i386 or amd64 ? Select right file sys/i386/pci/pci_cfgreg.c or
sys/amd64/pci/pci_cfgreg.c, find the pci_cfgregopen() function and remove the

Update: The system boots fine, when loading the modules in /etc/rc.conf and not
/boot/loader.conf.
