I would expect root can. Jail isolation leaves a lot to be desired and this
is just one aspect of that.
That said, what is the actual danger exposed here? N

Conrad, have you double-checked that, for example, a jail that has /dev/null
access can not disable crash dumps? I haven't, and I think that that is of
concern
